Severe GPU scarcity lets mediocre cloud operators charge premium fees

A comprehensive assessment by SemiAnalysis examining 77 GPU cloud providers and soliciting feedback from over 200 end-users reveals that the GPU shortage remains so pronounced that infrastructure operators riddled with technical problems still retain pricing power. The ClusterMAX 3.0 report underscores how scarcity distorts markets: purchasers accept substandard systems and accept steep premiums for near-term access to compute resources. Of the 77 providers evaluated, only 19 scored well enough to receive Bronze ratings or above on a scale extending to Platinum, yet even those with broken tooling and unreliable storage find eager buyers. The willingness to pay demonstrates market desperation where waiting several months for capacity becomes unacceptable despite representing the only practical alternative for many customers.
- SemiAnalysis conducted the ClusterMAX 3.0 report testing 77 GPU-cloud providers and interviewing over 200 customers
- Only 19 of 77 providers tested achieved Bronze or higher ratings on the Platinum to Bronze scale
- Market backwardation exists where buyers accept price premiums for GPU access within weeks rather than waiting several months
- Microsoft disclosed in July that GPU demand continues to exceed available supply at a relatively extreme moment
- Oracle reported that appetite for AI cloud training and inference continues growing faster than supply despite delivering over 300,000 GPUs in the previous quarter
