CoreCivic operates correctional and detention facilities on behalf of federal, state, and local government agencies, primarily the Department of Justice, Department of Homeland Security, and various state governments. The company generates revenue through three segments: SafetyCom, which operates 44 owned or leased facilities and provides prisoner transportation services; Community, which runs residential reentry centers and electronic monitoring programs; and Properties, which leases facilities to government partners. CoreCivic is compensated principally through per diem rates based on occupancy levels, supplemented by fixed management fees and lease payments, and operates by maintaining cost discipline and retaining ownership of most facilities, thereby creating customer stickiness and the ability to activate idle capacity to meet government demand fluctuations.
